PROMOTION OF DENTAL OFFICER

+ - How is the promotion process carried out at the Ministry of Health? Click to collapse

Promotion matters are handled by the Human Resources Division, Ministry of Health Malaysia

Starting in 2010, Y.A.B the Prime Minister has announced the improvement of the career paths of Medical Officers, Dental Officers and Pharmacy Officers in the Ministry of Health Malaysia which accelerates the promotion period.

The promotion period for Dental Officer Grade U41 to Grade U54 is 12 years while the promotion period for Specialist Dental Officer Grade U41 to Grade U54 is 9 years.

For Dental Officers, it is necessary to be in a certain grade for a certain period of time or subject to vacancies whichever is earlier;

The promotion decision is subject to the certificate of the Promotion Board, KKM; For Specialist Dental Officers, it is necessary to be in a certain grade for a certain period or subject to the vacancy whichever is earlier.

For Dental Officers, promotion from Grade 54 to Primary Grade C and above is subject to vacancies;
For Specialist Dental Officers, promotion from Grade 54 to Special Grade C and above is based on the certificate of the Expertise Evaluation Panel, KKM.

DENTAL SPECIALTIES OFFERED AND RECOGNISED BY THE MINISTRY OF HEALTH (MOH) MALAYSIA

+ - Are there scholarships offered for postgraduate studies and who are eligible to apply? Click to collapse

The Ministry of Health Malaysia (MOH) offers scholarships to dental officers through the grant of the Hadiah Latihan Persekutuan (HLP) annually to further their studies in Master / Ph.D / Area of Special Interest. The application procedure is managed by the Training Management Division MOH [Bahagian Pengurusan Latihan, KKM (BPL KKM)]. Application can be made online via the eHLP Application System.

The basic requirements of the application to be followed by an officer are as follows :

Civil servant who are currently holding a permanent post;
Prospective candidates shall not exceed 45 years of age for Ph.D and not more than 50 years for Postgraduate / Area of Special Interest;
Served MOH for a minimum of three (3) years (on application’s closing date);
Has been confirmed in the service on the closing date of the application;
Have an excellent performance in the Laporan Penilaian Prestasi tahunan (LNPT) scores for the last three (3) consecutive years with scores not less than 85% (12 months' worth of assessments per year)
Never received any Government sponsorship of the same level;
Has never rejected offer of Master / Ph.D / Area of Special Interest offered within the past two (2) years;
Clear from any charge / disciplinary action and free from court charges;
Free from illness that can affect the ability to practise physically and mentally (unfit to practice) as contained in the Medical Act 1971;
Have not applied for a place in any institution of higher learning in the country or have earned a place of study but have not started studies at any institution of higher learning in the country;
Officers granted study leave without HLP are not eligible to apply for HLP;
Provides a complete copy of the Research Proposal and shall be submitted together with the application form; and
All submitted applications shall comply with the principles set out in the Garis Panduan Kemudahan Cuti Belajar Kepada Pegawai Awam Yang Mengikuti Kursus Jangka Sederhana Dan Kursus Jangka Panjang Secara Sepenuh Masa.

In addition to the above conditions, officers must comply with the following additional requirements:

Having additional qualifications such as MFDS / MJDF / MOrth / FRACDS / Basic Medical Science (BMS) will be given priority.
Passing the IELTS examination with a minimum score of 6.0 will be given priority.
Have served MOH for a minimum of four (4) years from the date of appointment until the closing date of the application.
Candidates can only apply for courses that are listed in the advertisement.
The candidate must undergo the interview screening process to ensure candidates possess the criteria as listed :

Appropriate and brilliant attitude;
Good soft skills,
High interest in the area of expertise chosen;
Knowledgeable and sensitivite to the current situation; and
Able to communicate well in Malay and English.

All applications will be shortlisted and only applicants who fulfilled the requirements as advertised shall be called for the interview.

+ - Will all those who undergo clinical postgraduate training be conferred the title 'specialist' automatically once they finish their studies? Click to collapse

No. They need to undergo a pre-gazettement periods under a supervising specialist and be gazetted before they can be considered as specialists themselves. The pre-gazettement period for officers is as follows :

Six (6) months for officers who have undergone a four (4) year study period.
One (1) year training period [to complete a four (4) years of training] and six (6) months of pre-gazettement period for officers pursuing studies for three (3) years.

Dental specialists who have been gazetted have an opportunity of getting promoted to higher grades faster compared to a non-specialist officers. There is an additional grade; Grade 56 which being created as a specialist career path.

PLACEMENT EXCHANGE

First Year Dental Officers (FYDOs) are required to complete FYDO training and in-state placement in their second year before they can be transferred to another state.

+ - How can one apply for an exchange? Click to collapse

There are two procedures.
For internal exchange: Please consult your District Dental Health Office for more information.

For exchange abroad:

i- Fill in the exchange form. You can get this form from your District Dental Health Office.
ii- Submit to your District Dental Officer (SDO) along with supporting documents. eg: marriage certificate, medical records (if any)
iii- Your SDO will submit your application to your State Deputy Director of Health (Dental).
iv- All exchange requests are sent to:

+ - How long does it take for an exchange application to be approved? Click to collapse

All applications for transfer from one state to another will be brought to a meeting held periodically every 3 months. If the application is approved, a letter will be issued to you by the Human Resources Division, Ministry of Health Malaysia. The effective date of the exchange will be stated on your exchange letter.

The validity period of the exchange application is 3 years. You need to reapply after the validity period expires.

You can submit a letter of cancellation to the Human Resources Division, Ministry of Health Malaysia through certain channels such as a change request.
