The division strives to ensure quality, comprehensive, efficient, effective, safe, technologically appropriate, easy to subscribe to, affordable medical services and responsive to the needs and expectations of the people.

• Plan the development of specialist services and medical management.
• Determine policy requirements and formulate policies for the development of specialist services and medical management.
• Ensure the application and appreciation of quality improvement in medical services.
• Establish standards and norms of the delivery system to ensure quality and safe medical services.
• Conduct health technology assessments to ensure the cost -effective, safe and appropriate use of health technology in the Ministry of Health Malaysia.
• Plan and coordinate development activities and the advancement of the medical and allied health professions.
• Collaborate and provide consulting services to agencies / departments within and outside the Ministry of Health Malaysia.
• Provide technical input to the secretariat of the Medical Assistance Fund in the Finance Division, Ministry of Health Malaysia.
• Coordinate, monitor and evaluate the implementation of health care services introduced from time to time.
