Annual Practising Certificate (APC)
1. Annual Nurse Practice Certificate which is COMPULSORY to be applied by an employer who employs any nurse in Malaysia to enable the nurse to carry out nursing practice in Malaysia.
2. How to apply for APC?
The application form must be downloaded from the Nursing Division’s website which is https://hq.moh.gov.my/nursing – download panel- APC. The form needs to be completed by the applicant and the employer
3. What are the categories of applications and required documents?
3.1 First time application
3.1.1 Application form by nurse category
3.1.2 Official letter of application from the employer
3.1.3 Copy of Nurse Registration Certificate ( Fifth Schedule)
3.1.4 Letter of appointment from SPA for government nurses
3.1.5 Job offer letter for private nurses

4. When is the right time to submit an application?
4.1 For first-time and other categories of applications
Applications should be submitted 30 days after reporting for the position.
4.2 For renewal application
Applications that have sufficient CPD credit points can start submitting applications in March each year and cannot be later than 30th September of that year. Applications received by the MNB after 30th September of the current year will be charged a LATE FINE.
Any person in the general and additional parts of the Register who wishes to carry out
the practice after 31st December in a year shall, not later than 30th September of that
year, make an application in the form specified in the Third Schedule and shall pay the
prescribed fee for obtaining a certificate to carry out such practice. (Nurse Registration
Regulations 1985, Subregulation 8(1)
5. How much is the fee?
RM 10 – for Nurses,
RM 5 – for Community Nurse / Assistant Nurse
Paid in the form of a bank draft or money order to the Secretary of the Board of
Nurses Malaysia. Please include the original Bank Draft or Money Order.
6. How much is the late fee?
A late fee of RM 10 will be charged to renewal applications received after 30 September of the current year
7. How can the document delivery process be made?
Delivery of documents to the LJM counter or delivery of documents by post
8. How long is the APC application processed?
Completed applications will be processed within six to eight weeks but the process period will be longer for applications received after 30th September.
9. What causes the application process to be late/rejected?
9.1 No official letter of application from employer
9.2 Incorrect and incomplete application form
9.3 Supporting documents are not attached
9.4 Incomplete CPD-LB form, not enough CPD points and not certified by supervisor.
9.5 No fees, insufficient or overpayment, no late penalty payment (if applicable)
9.6 Bank draft or money order that has expired.
9.7 Original bank draft or money order is not included.
10. Can the applicant obtain a new Annual Practice Certificate if the certificate is lost?
No duplicate copies will be issued by the Malaysian Nursing Board
11. What do I need to do to get the APC serial no if my APC certificate is lost?
Applicants need to call 03-88833553 or email nursing@moh.gov.my to obtain the
serial number.
12. Are employers allowed to keep the original APC without providing a copy to the employee?
The applicant must refer to the letter of agreement/contract agreement between the applicant and the employer. The MNB is not involved in this matter.
13. What documents should be brought if the applicant wants to collect the documents that have been completed for processing over the counter?
Individuals authorized by the employer to claim documents must submit an official letter (letter of appointment/undertaking) from the employer together with a copy of the identity card/passport. The Malaysian Nursing Board will not allow the collection of part of the entire document and is not responsible for any loss of documents submitted.
14. What are the responsibilities of the applicant and the employer on the APC certificate?
14.1 The employer must keep a complete copy of the application submitted as a reference if necessary.
14.2 This APC certificate must be copied and stored in a safe place to avoid loss or damage
15. Can foreign nationals apply for an Annual Practice Certificate?
Foreign nationals can apply for a Temporary Practice Certificate (TPC) to work in Malaysia. Applicants must obtain prior approval to work in Malaysia from the Immigration Department of Malaysia before submitting an application to the Malaysian Nursing Board.

Retention of Name (RON)
1. What is meant by Retention of Name?
Retention of Name is an application to retain the name in the Malaysia Nursing Board
2. What is the purpose of Retention of name?
To prevent names from being removed from the Register.
‘If the name retention fee is not received by 30th September of that year the person’s name shall be removed from the register’
(Nurses Registration Regulations 1985, subregulation 12(3).
3. Who can apply for Retention of name?
3.1 Has been registered in MNB but has not yet working as a nurse.
3.2 Working abroad
3.3 Continuing studies within 12 months abroad
3.4 Taking half paid leave/unpaid leave for more than 12 months
3.5 Sick leave/cancer leave for a period exceeding 12 months
3.6 Not working as a nurse.

5. When is the right time to submit an application?
Application can be submitted in January and no later than September 30 of the current year.
‘Any person admitted to the general part of the Register and does not carry out nursing practice in Malaysia but intends to retain his name in the Register shall pay to the Registar a name retention fee of twenty-five ringgit not later than 30th September in each year.
(Nurses Registration Regulations 1985,subregulation 12(1).
6. How long the period of retention of name (minimum and maximum ) can be applied?
Applications can be applied for at least one year and a maximum of 3 years from the current year.
7. How long will the Retention of name be processed?
Application will be processed 6-8 weeks from the date of receipt.
8. How much is the fee charged for Retention of name?
The fee charged is RM 25 per year. Payment must be made in the form of a Bank Draft or Money Order in the name of the Secretary of the Malaysian Nursing Board. The ORIGINAL Bank Draft or Money Order slip must be included with the application form.

1. Can I get the original Nursing Registration Certificate or badge if the original is lost or
damaged?
The Nurse Registration Certificate will only be issued once. A Nurse Registration Certificate Statement will be issued for lost or damaged ones.
2. How to apply for a Nurse Registration Certificate that is lost, damaged or there is an
exchange of information?

Continuous Professional Development (CPD)
1. Why do I need CPD points?
CPD points are needed to ensure that nurses continuously improve and Update their knowledge and competence in practice. It is a requirement for renewal of Annual Practicing Certificate as stipulated in the Nurses’ Act 1985.

2. What are the documents that you should send through the college to LJM, Nursing Division, to apply to sit for the nursing examination.
The documents are: Student’s application form (BKJ-BOR-PEP-05-01 Pin. 1/2012); Full Student’s Information: BKJ-BOR-PEP-05-02 Pin.1/2012; and copy of identity card (crossed) and copy of academic certificates that have been certified.
3. When must the hard copy of the Application Form to sit for examination be sent to LJM/LBM Nursing Division?
Hard copy of Application form to sit for examination must be filled and students’ particulars entered into the SPMJ before sending it to LJM/LBM Nursing Division within 2 months of the examination.
4. When does the college register students who are sitting for the examination in the Sistem Pengurusan Maklumat Jururawat (SPMJ)?
Registration in the SPMJ for student who are sitting for examination must be done 2 months before the examination in the Sistem Pengurusan Maklumat Jururawat (SPMJ) via SPMJ website www.spmj.moh.gov.my/kolej
5. How much is the examination fees for LBM / LJM condition of admission of nurses to General Register
Examination fees for Program Diploma and the Advanced Diploma in Midwifery is RM 30 while for the Community Nurse and Assistance Nurse program is on RM 15.00
6. When must the students’ result at college level, be sent to LJM/LBM, Nursing Division?
Students’ results at college level must be sent to LJM/LBM Nursing Division, at least one (1) month before the examination date as stated in the examination schedule.
7. When will the LJM/LBM results be accessible by the private college?
Results of LJM/LBM examinations will be accessible online once it is endorsed by the Registrar of Nursing Board Malaysia, within 7 working days after complete receiving of all examination answer papers from all nursing colleges.
8. How do your update student information record in the SPMJ?
Update student information on the menu bar ‘pinda / semak’ by clicking on pilih (next to name of student) and students information will be displayed. Here, ensure that mandatory information is entered in full and correctly.

- Click box on the left side of student’s name, to select student that is sitting for LJM/LBM examination for that specific session.
11. At which stage is ‘screening of student for examination’ carried out?
Screening of student’ for examination should be done within 2 months and before examination date and based on the latest instructions that will be displayed in the SPMJ bulletin.
